First is the establishment of an Ekklesia in a city. Though we didn't know at the time that it was called Ekklesia, that is indeed what was established.
This is a template, not a blueprint. Each group needs to seek Holy Spirit for guidance on what to use, and what to lay aside for their purposes as led by God.
